Delta secures land for Vietnam LNG-to-power project

Delta Offshore Energy has secured approval for 70 hectares of land for its planned project in Bac Lieu, Vietnam which will include an LNG terminal and a 3.2-GW power plant.

The developer said in a statement on Friday the local government approved the project’s land requirement following a special meeting.

The resolution achieved at the meeting of Bac Lieu Province People’s Council provides a “key step” forward for the LNG-to-power project, Delta said.

The 70-hectare project is now in the provincial plan, enabling Delta and the province to complete the land lease agreement in preparation for project implementation and construction in 2021, the firm said.

This keeps the project “on track” to launch the first-phase 800 MW capacity by 2024, followed by the full capacity of 3200 MW by 2027, it said.

Looking for land work contractors

In addition, Delta, along with its partners, is also in the process of identifying local contractors for site preparation and civil infrastructure works, according to the company.

To remind, the Hanoi-based firm said in January that the LNG-to-power project had reached over 95% of its milestones to completion by the end of last year.

This includes the signing of a power purchase agreement in December with the Vietnamese government. Delta claims the 25-year contract under which Vietnam would buy electricity from the Bac Lieu project has a lifetime value of about $50 billion.

The firm also said then that only two firms remain in the game to design and build the project’s floating storage unit, a key element of the power plant’s fuel supply.

Delta signed a licence agreement last year to use Stena’s LNG receiving and regas technology for the facility located about 35 kilometers offshore.

Additionally, McDermott also won last year a contract to provide FEED services for the subsea pipeline connecting the regasification facility and the Bac Lieu power plant.

As per the onshore power plant itself, Bechtel completed the pre-FEED study necessary to establish the engineering basis of the plant, and Black & Veatch completed their concept study of the plan, Delta said.
