Last month, Venture Global Plaquemines LNG requested an approximately fifteen-month extension of time until December 31, 2027, to place all of its authorized facilities in service.
Plaquemines LNG cited “extenuating circumstances” that have prevented it from placing all its facilities in-service by the original in-service date required in its authorization.
However, Plaquemines LNG said that it currently expects to place all its authorized facilities in service by mid-2027.
The full project, including the first and the second stage, features 36 modular units, configured in 18 blocks. Each train has a capacity of 0.626 mtpa.
Earlier this year, Venture Global also received approval from FERC to boost the capacity of its Plaquemines LNG terminal to 27.2 mtpa.
Chevron
According to a FERC filing dated October 14, Chevron U.S.A. requests to intervene in this proceeding in accordance with Commission regulations.
Chevron and Venture Global Plaquemines LNG have executed a long-term sales and purchase agreement for the Plaquemines export terminal.
“Therefore, Chevron has a substantial interest that may be directly affected by the outcome of this proceeding,” the company said.
“No other party can adequately represent Chevron’s interests, and the public interest will be served by Chevron’s intervention,” it said.
Orlen
Orlen said in a separate filing dated October 14 that it requests the Commission permit the company to intervene in this proceeding.
The Polish firm said it was Plaquemines’ first long-term customer and is one of Plaquemines’ biggest customers, having agreed to purchase 4 million metric tonnes per annum (mtpa) of LNG for a term of 20 years, to commence when the facility is commercially operable.
“Accordingly, Orlen has a substantial interest in this proceeding, and given Orlen’s legal commitment to ensuring the energy security of the Republic of Poland, Orlen’s interest in this proceeding is distinct from other parties and cannot be adequately represented by any other party to this proceeding,” the company said.
Orlen noted that Plaquemines has been exporting LNG from its facility since December 2024, and as of September 18, 2025, fifteen of the facility’s eighteen liquefaction blocks (including all blocks in Phase 1) have been approved by FERC for the introduction of hazardous fluids.
In the request itself, Venture Global Plaquemines LNG states that it anticipates placing Phase 1 of Plaquemines into commercial service during the fourth quarter of 2026.
“Despite this considerable progress, and having exported over 350 billion cubic feet of natural gas on more than 100 cargoes this year, Plaquemines asserts that it will be more than two years until it believes it can place the facility in service,” Orlen said.
“Given this, as well as concerns regarding the intentions of Plaquemines’ parent company, Venture Global Inc., Orlen urges the Commission to consider whether any such extension is required in the first place and proceed with due care as to how it responds to the request,” the firm said.
Arbitration
Olren is in dispute with Venture Global over the launch of commercial operations at the latter’s Calcasieu Pass plant in Louisiana.
In April, Venture Global launched commercial operations at its Calcasieu Pass LNG terminal, some 68 months from its final investment decision and 38 months after production start.
UK-based energy giant BP recently won an arbitration case against Venture Global LNG over LNG sales from the Calcasieu Pass plant.
Venture Global said that the award issued by the arbitration tribunal found that VGCP had breached its obligations to declare COD of the Calcasieu project in a timely manner and act as a “reasonable and prudent operator” pursuant to the SPA, along with certain other obligations.
Among other remedies, BP is seeking damages in excess of $1 billion, as well as interest, costs and attorneys’ fees, Venture Global said.
Before this, Venture Global announced in August that it had won an arbitration case against UK-based LNG giant Shell over LNG sales from the Calcasieu Pass plant.
