According to a statement by Galveston LNG Bunker Port (GLBP), the project is fully permitted for construction, having received final authorizations from the US Army Corps of Engineers and the US Coast Guard.
The US Army Corps of Engineers (USACE) has issued its Section 408 and 404/10 authorizations for the small-scale LNG project under the Clean Water Act.
Additionally, the US Coast Guard (USCG) has issued its Captain of the Port Letter of Recommendation (LOR) for the project’s Waterway Suitability Assessment (WSA) pursuant to Regulation 33 CFR 127.
With today’s announcement, GLBP said it now holds all necessary authorizations to advance the project to a final investment decision anticipated in mid-2025.
This follows GLBP’s announcement in January that it had received its Texas Railroad Commission (TRRC) Water Quality Certification and the Texas Commission on Environmental Quality (TCEQ) air permit.
In addition, GLBP recently signed a deal to supply LNG to London-based Dunmura from their planned LNG bunkering facility in Galveston, Texas.
The project also secured gas supply by entering into a gas supply agreement with Energy Transfer’s Houston Pipeline (HPL).
This gas supply agreement supports GLBP in providing LNG marine fuel to customers in the Galveston Bay Port complex, including the ports of Houston, Galveston, and Texas City, as well as Galveston Offshore Lightering Areas, on a long-term basis.
Upon completion, the LNG facility will be the first dedicated marine bunker port on the US Gulf Coast serving the growing “clean-energy” marine fuels market, GLBP said.
Operations of GLBP are expected to start in the second half of 2027.
The terminal is being developed in two phases with a total capacity of up to 720,000 gallons per day accompanied by two three-million-gallon storage tanks.
