In November 2023, Gaz-System announced it had not received binding capacity orders at a “sufficient level” to proceed with the implementation of the second Gdansk FSRU.
Gaz-System is currently building an FSRU-based terminal in the Gdansk area, designed to allow the supply of up to 6.1 bcma of natural gas from LNG regasification.
Poland’s Orlen previously booked the entire 6.1 bcm per year of regasification capacity at the FSRU-based facility.
Moreover, South Korean shipbuilder HD Hyundai Heavy Industries recently officially started building MOL’s 170,000-cbm FSRU, which will serve Gaz-System’s Gdansk LNG project.
In April last year, Japan’s shipping giant MOL signed a long-term FSRU charter deal with Gaz-System.
The deal with MOL’s unit White Eagle Energy is for 15 years with the possibility of further extension.
Rising interest
Gaz-System said in its announcement on Monday that all of the necessary construction works have already commenced and the FSRU-based terminal is scheduled for commissioning in 2028.
The company noted that the European Commission published a legislative proposal for a regulation to implement mechanisms facilitating complete cessation of natural gas imports from Russia in June this year.
The published proposal is a “further step towards ending the European Union’s dependence on Russian energy resources.”
Gaz-Sytem said the redirection of gas import routes and further development of LNG infrastructure are opening up new opportunities for the EU member states.
“Therefore, an increasing number of European undertakings are expressing their interest in gaining access to LNG supplies provided from the territory of Poland,” the company said.
“In consideration of the above, Gaz-System is resuming works to analyse market demand for increased regasification capacity at the FSRU terminal in Gdańsk to be achieved by installing additional equipment at the jetty and mooring the second FSRU (FSRU 2) in Gdansk, capable of LNG unloading, in-process storage, and regasification,” the firm said.
Non-binding call
Under the non-binding call for interest in increasing regasification capacity at the FSRU-based terminal, market participants will have the opportunity to voice their interest in booking regasification services made available after FSRU 2 commissioning and to indicate market-oriented determinants that will help define the terms and conditions for the binding open season, Gaz-System said.
This includes the expected latest possible date for starting the provision of regasification services on board the second FSRU, the declared level of regasification capacity for each year of the service provision, and the duration of the contract.
Also, it includes information on whether the participants plan to use the terminal’s additional capacity made available after commissioning of the second FSRU to satisfy domestic demand or for transit and, if interconnectors are to be used, in which directions (Lithuania, Ukraine, Slovakia, Czech Republic, Denmark, Germany, and others.
Gaz-System stated that the open season procedure is planned following an analysis of submissions received from market participants.
The company will receive information from market participants between September 1 and September 30, 2025.
